Before opening the portal
Have the following ready so the application does not stall midway:
- the Form 23 file supplied by your registered inspector or surveyor
- the City account used for the pool or spa registration
- the relevant application number shown in that account
- a card for the council lodgement fee
Check the issue date first. The BPC says Form 23 is valid for 30 days. If it is older, a new inspection and certificate are required.
The City's five portal steps
- Open the City pool and spa page. Choose “Register or lodge a compliance certificate” to enter the official portal.
- Select “Lodge Compliance Certificate (Form 23)”. Log in to the existing account and complete the anti-bot check.
- Open the right application. The City's guide says to click the application number attached to the registered pool or spa.
- Upload the certificate. Choose “Provide Compliance Certificate (Form 23)”, browse for the file and continue through the document screens.
- Pay and wait for verification. Select credit card payment. Do not close the browser until the portal confirms the payment.
Keep the receipt
The City's guide says a payment receipt is emailed to the nominated address and saved to the registration record. Keep it with the certificate and the council letter.
The BPC says the City will provide written confirmation of the lodgement date and the next certificate due date after receiving a valid certificate.
If the portal details do not match
Do not guess the applicable standard, owner details or application number. Contact the City's Building Services team using the contact details on the official registration page.
Form 24 follows a different route
Form 24 is a certificate of barrier non-compliance. The BPC says the inspector lodges that certificate with the council and gives the owner a copy. The City's listed non-compliance fee is much higher than the Form 23 lodgement fee.
