The short answer
The private inspector sets the inspection and reinspection prices. Ask the participating provider for a current written quote. If the inspector issues Form 23, Ballarat currently charges A$23.20 to lodge it. Keep both amounts separate when comparing the quote.
No referral fee applies to the owner or the participating provider during the first 10 qualified new-owner requests. Before request 11, any later commercial terms must be agreed separately in writing and disclosed before a charge applies.
The private quote is not set by government. Confirm what the first inspection, certificate, travel and any reinspection include. Repairs are separate, and the Building and Plumbing Commission says private inspection fees are not fixed by government.
Ask what the written quote includes
Before booking, ask the participating provider to confirm these items in writing:
- The first site visit. Confirm the property is inside the quoted service area.
- Form 23 when the barrier complies. Ask whether certification is included in the quoted inspection price.
- GST and travel. Confirm the total payable and whether travel is included.
- Reinspection. Confirm the current price and conditions if the barrier needs work.
Why the final cost can rise
If the barrier does not comply, the inspector may give written directions and return to inspect it again. Repair work is separate from the inspection. The BPC recommends getting quotes from at least two authorised practitioners and comparing the scope, not only the first-visit number.
A Victorian pool barrier inspection can be carried out by an authorised Building Surveyor BS-U/BS-L, Building Inspector IN-U/IN-L, or Pool Safety Inspector (IN-PS). Check the current registration and any limits before paying.
What the A$23.20 pays for
The A$23.20 is the City of Ballarat's current compliance certificate lodgement fee. It is paid to the City after Form 23 is issued. It is not the inspection fee and it does not cover repairs. The City says Form 23 must be lodged within 30 days of issue.
