Ballarat Form 23 questions

Short answers from the City and BPC pages checked on 3 August 2026.

Do I need a private pool inspector in Ballarat?

Yes. The City says owners must hire a private pool and spa inspector to obtain a compliance certificate.

What is a Form 23 pool certificate?

It is the certificate an inspector or registered building practitioner issues after deciding that the pool or spa barrier complies.

How long do I have to lodge Form 23?

Ballarat says to lodge it within 30 days of issue. The certificate due date on your council notice is a separate date.

How much does a Ballarat pool inspection cost?

Private inspectors set their own prices and reinspection terms. Ask for the total in writing. Council currently lists a separate A$23.20 lodgement fee.

What if the due date has passed?

Contact the City directly. This service will not refer an overdue request to an inspector.
